The set is a rare drop from the Tourist Trap quest. Once you complete this quest, the pieces will be stored in your inventory. You cannot use these items until you have completed the Tourist Guide Attire quest, which requires you to wear both pieces at once.
The Set Pieces are Obtained From the Tourist Guide Trap Quest
The Tourist Trap Set pieces are obtained by completing various quest steps. In order to obtain the first part of the set, you must complete An Introduction to Adventure Quests. This quest is accessible from Hadiras in Lighthalzen village, who will ask you to complete 4 quests for him. These 4 quests are:
- Nibelungen Ring Quest (requires level 80)
- Mjolnir Quest (requires level 80)

It is recommended that you use the Quest Points rewards from the Bandos armor (T) to make your own recolored sets, then add those to the Tourist Guide equipment if you want to make it look like your character is wearing it!
